Tropical Storm Sally has come ashore and is forecast to bring heavy rains to North Carolina and South Carolina Thursday and Friday. There will be a risk of flash flooding and urban flooding caused by the heavy rains and water runoff. Sally will be a post-tropical depression by the time it arrives in the Carolinas.
