Over a year ago, Norfolk Public Schools Superintendent Dr. Samuel King was hired to revitalize a division that was once seen as a model of urban education but has experienced a sharp downturn in student performance. A newly revealed component of his plans to revitalize Norfolk's public schools involves the conversion of 10 of the district's 46 schools into public charters with focused themes that would change both the school calendar and the way curriculums are taught.
