Missouri Governor Mike Kehoe (R) outlined his proposed $130-million pay plan increase for state employees during his January State of the State address. The governor says the average turnover rate in state government is 20 percent, adding that makes it difficult for state departments and agencies to operate efficiently. He says his plan provides funding to support a one percent salary increase for every two years of service, up to ten percent for all state employees.
