Batman’s response is to run for city councilman with no political affiliation which goes as about as well as you’d expect. Mad Hatter shows up to throw a few razor fedoras while Jason Todd eats chocolate cake in front of Bruce Wayne’s gargantuan portrait of his dead parents.
