Because your Government has been conducting and preparing massive drills nationwide in order to ready themselves for what they consider "a zombie apocalypse." This seemingly "nonsensical" plan derives from an unclassified document courtesy Foreign Policy, known as CONPLAN 8888. In essence, this document regards the Government's preparation for a potential zombie apocalypse, and even labels "zombies" into difference categories: Vegetarian and Chicken Zombies to name a few.
