The Lord continued to send prophets to the evil kings to call them to repentance and urge them to return to following the true God. They didn't, and they persecuted and killed the Lord's preachers, besides. When God got angry enough, He would send along the next king and usually by violence against the current king, the new one would take over. It was God's judgment on His wicked people.
