This dramatic discovery runs counter to the vast majority of research on the value of such economic development subsidies. Based on multiple open records requests over the past few months, it appears the $350,000 “Kansas City Incentives Study” was fatally flawed from its inception and completely unresponsive to the city council’s directive.
