Radical Grace/the Lutheran Difference

We have a question:  If we're all so gung ho about getting people to shape up, why don't we just do it the way the early Puritans used to do it?  Make obedience to God's Law mandatory through civil law?  In fact, what we could do is make up a law like Muslims have (Sharia Law) and attach Penalties (extra tything, and what have you) for disobedience? So we on Radical Grace Radio did exactly that...  except, we made them Anti Rules...  Rules you can do that aren't rules at all...  you'd have to listen, in fact.
