In fact, it may have only added to the confusion. The attacking against TABOR (The Tax Payers Bill of Rights) is under never ending attack. TABOR is a revenue cap. Some people, some organizations, do not like that state legislators must ask tax payers before they can keep and use "excess" revenue. Finding your voice!
