    The Arkansas River in Oklahoma and Arkansas is well out of its banks and thousands of people have been displaced by historic flooding.A half mile from me in three directions, homes are underwater.An entire region was virtually landlocked overnight when the Arkansas Department of Transportation shut down all but one bridge across the Arkansas River. Thankfully, those bridges have been inspected and re-opened - at least for now.The river is expected to crest in hours - not days.
