From the beginning of Psalm 51 through verse 15, David runs the gamut of the Levitical sacrificial system seeking atonement for his sin. By verse 16 he is completely exasperated with the Law's ability to give him any peace. He concludes that it isn't the Levitical sacrifices that God desires, but the sacrifices of righteousness which come from a heart of gratitude and thankfulness for God's mercy.
